The Family Outreach Program is dedicated to providing peace and support to families facing the challenging circumstances of having a loved one incarcerated. Our mission is to offer comprehensive assistance and resources to empower families during this difficult time. We strive to connect families with vital services, including referrals to 12-step programs, churches, spouse/child abuse programs, food programs, crisis intervention, parenting classes, and financial services available within their communities. Through our efforts, we aim to alleviate the burdens faced by these families and promote resilience, strength, and stability within their lives.

Created and founded by Chaplain Don Dickinson in 1999, aimed at helping the inmates of Pitchess Detention Center find healthier and happier paths in life. Yet, somewhere along the way, he felt a need to console the loved ones who visited these inmates as well. Little did he know that this need would become what the Family Outreach Program is known for today.
The Family Outreach Program Jail Ministry is now overseen with profound respect and dedication by Executive Director Chaplain Luis Luca.
Chaplain Luis J. Luca began his ministry journey in 1999 when he first joined the jail outreach program. It was there that he met the late Chaplain Don Dickinson, a devoted spiritual leader who became both his mentor and close friend. Recognizing Luca’s calling and heart for service, Dickinson gave him the opportunity to preach the Word of God to families visiting their incarcerated loved ones. This moment marked the beginning of a lifelong commitment to ministry.
Our vision at the Family Outreach Program is to create a community where families impacted by incarceration can find solace and support, enabling them to navigate through challenges and emerge stronger than before. We aspire to alleviate the burdens faced by these families by fostering resilience, strength, and stability within their lives. Through our holistic approach to assistance and resources, we envision a future where families feel empowered to overcome adversity, rebuild relationships, and thrive despite the difficulties they may encounter. By championing resilience, strength, and stability, we seek to cultivate a sense of hope and possibility for every family we serve.
